AZGOP VACANCY IN THE LEGISLATURE ELECTION RULES

These Rules shall govern this meeting in all cases to which they apply and to which they are not in conflict with the statutes of the state of Arizona, the bylaws of the MCRC, the bylaws of the Arizona Republican Party, the bylaws of LD 3 and the current edition of Roberts Rules of Order, Newly Revised, shall govern all matters not otherwise covered in these rules.

RULE I
Governing Effect – Procedure

On Monday, March 2, 2026, House Representative Joseph Chaplik officially submitted his resignation from the Arizona Senate. Arizona Secretary of State Adrian Fontes promptly informed Sergio Arellano, the Chairman of the Arizona Republican Party, about the vacant position in Legislative District 3.

RULE II
Presiding Officer

The state party Chairman is responsible for overseeing the nomination process.

RULE III
Admission to Meeting

The attendees of the event will include elected precinct committeemen from the legislative district conducting the election, pre-selected volunteers, AZGOP staff, and Executive Board members. Appointed precinct committeemen can enter but not vote. Members of the public (per A.R.S 38-431.01) can attend the meeting to observe.

Media space will be allocated according to the RSVP list.

RULE IV
Quorum

A quorum for the meeting will be achieved if 50% or more of the elected precinct committeemen from the district, who are in the legislative district and county where the vacancy occurred, or their proxies, are present at the meeting.

Credentialing: The LD3 Credentials/Tally team will credential elected LD3 PCs and produce a Credentials Report during the meeting. A government-issued photo ID (e.g., driver’s license) is required for credentialing check-in and the elected PC’s name must be on the Credential’s List to receive a voting card and Ballot envelope.

In LD3, with a total of 419 elected precinct committeemen, the quorum requirement is met when at least 210 precinct committeemen or their proxies are present.

Credentialing opens at 5:30 p.m. Latecomers will be allowed to credential at the prerogative of the State Chair. Please ensure you arrive and credential before credentialing closes so that the process is expedient. Credentialing closes at 6:30 p.m.

RULE V
Voting Members

Only the elected precinct committeemen in LD 3 can vote.

RULE VI
Proxies

Per ARS 41-1202, An elected precinct committeeman can allow another elected precinct committeeman from the same legislative district to act as their proxy at the meeting. The proxy is only valid for that specific meeting and must be witnessed and certified by a notary public or two witnesses.

One proxy per elected precinct committeeman attending is allowed. The proxy form shall be filled out in its entirety completely, accurately and with no blank fields or scratch-outs.

RULE VII
Seating

Seating will be provided for Board members, elected precinct committeemen and staff. A designated area will be allocated for the non-elected PCs, the public and the media. It is strictly prohibited for the media to approach the precinct committeemen or influence the outcome of the election in any manner.

RULE VIII
Nominations

The LD3 elected precinct committeemen must nominate three qualified electors within a specified timeframe, depending on whether the legislature is in regular session or not. The nominees must be from the same political party, reside in the same district and county, and meet the requirements for serving in the legislature. The nominations will be decided by a majority vote.

Potential candidates can be any registered Republican who resides in the district who meets the requirements for service in the legislature.

All candidates must be nominated and seconded by an elected LD3 Maricopa County precinct committeeman from the floor. Candidates must be present in person to accept the nomination to be put on the ballot. Candidates may not nominate themselves or second their own nomination.

Each candidate will be given one opportunity to speak for two minutes prior to the first round of voting. Each candidate will have a question and answer. They may answer up to two questions each and their response time will be limited to one minute per question. Each question may only contain one part.

RULE IX
Balloting

  1. To cast a vote for a candidate, write their full name on the ballot as it appears on the overhead screen at the If a name is spelled incorrectly, it may still be counted assuming voter intent is obvious to a reasonable degree.
  1. Any individual candidate can only receive 1 vote on each ballot. If any ballot contains more than one vote for the same candidate, it will be counted as one vote for that candidate.
  1. The presiding Chairman will instruct the elected PCs to exit their rows one at a time starting with the front rows towards the center and down to the stage area.
  1. PCs will then show their picture ID and name card to the ballot collector at the foot of the stage and deposit their (and proxy) ballots into the bins. The ballot collector will initial the PCs credential card indicating the ballot has been received.
  1. Only elected Maricopa County LD3 precinct committeemen are permitted to cast votes in this election.
  1. All ballots will be hand counted. Observers are welcomed with distance and noise restrictions.
  2. In each round of voting, members may vote for no more than the number of remaining open positions. Over-voting on a ballot will void the entire
  1. Under voting (single-shotting) is permitted, but not recommended as it may prolong the nomination process with multiple rounds of voting putting in danger LD3’s ability to fulfill is obligation.
  1. In any round where there is a winner that receives a vote of more than half of the ballots cast, the nominee who received the least number of votes is dropped from the next round.
  1. In any round, if there is no winner that receives a vote of more than half of the ballots cast, the nominees who place in the bottom 25% (minimum one candidate) will be dropped from the next round.

VOTING ROUND EXAMPLE:
A candidate must receive a vote of more than half of the ballots cast to be added to the nominee list.

*Example*: If the results of the first round of voting are:

Ballots cast: 52

Bob 30 votes
Carol 22 votes
Alice 20 votes
Ted 15 votes
Joe 02 votes
Bob becomes the first person to make the list. Since Joe received the least number of votes, he is dropped from the list and does not proceed to round 2.

If the results of round 2 are:

Ballots cast: 50 (either two abstentions or two members left)

Alice 31 votes
Carol 29 votes
Ted 27 votes
Alice and Carol join Bob on the list of nominees sent to the BOS. Ted does not make the list. Even though Ted received a vote on more than half of the ballots cast, Carol and Alice received the most votes, so they took the final two slots.

  1. Those candidates receiving a majority in each round are ranked according to the number of votes received, and only the highest ranked, up to the number of remaining open positions, are elected.

RULE X
Code of Conduct

  1. Individuals who are not elected precinct committeemen are not permitted to speak or disrupt the official proceedings.
  1. Candidates are allowed to distribute flyers prior to the meeting outside the main entrance. No distribution of flyers or setting up of tables will be allowed in the lobby or main seating area (Sanctuary).
  1. Elected PCs who wish to speak must first stand to be recognized and show their colored voter card. Once recognized by the Chairman, the PC is to state their name, precinct then ask their question.
  1. Speaking without being recognized, will not be permitted.
  1. Professional behavior and decorum are required.
  1. Non-voting members of the audience may be removed from the building for violating the rules.
  1. Elected LD3 PCs who violate the rules can be removed from the premises by a vote of the elected membership pursuant to RONR Section 61:13-15.
