Title:  PROTECTING THE BASIS OF FEDERALISM
WHEREAS the equal sovereignty and equal footing of the States is dependent on property rights; and,
WHEREAS in the September 5, 1787 Madison Debate over State land and Federal possession, Delegate Elbridge Gerry contended, "that this power might be made use of to enslave any particular State by buying up its territory, and that the strongholds proposed would be a means of awing the State into an undue obedience to the Genl. Government," and where Delegate Rufus King, "thought himself the provision unnecessary, the power being already involved: but would move to insert after the word "purchased" the words "by the consent of the Legislature of the State" This would certainly make the power safe," debated with specificity, limits on the land which the United States Government would be permitted to purchase and own; and,
WHEREAS under the doctrine of enumerated powers, Congress was not given the power to purchase land for any other reasons under the context of the debate, to protect their sovereignty from domination by the Federal government, their equal footing, and the compact by and between all sister states, one to another;
BE IT RESOLVED that the Arizona Republican Party supports a States right to strictly limit the sale, gifting and transfer of land to the Federal government for enumerated uses, and to deny the sale, gifting and transfer of land to the Federal government for any uses not enumerated in the Constitution of the United States.

Title:  PRESERVING THE ELECTORAL COLLEGE
WHEREAS The Founding Fathers struggled to find a compromise solution as to how to protect the minority from an overly abusive majority. Through deliberation, debate and compromise the Founder’s agreed that this “new” republic constitutional concept (constitutional rule of law) was the most equitable procedure to ensure “consent of the governed” as defined within the Declaration of Independence as opposed to the then European preferred concept of “Will of the Majority” where the plurality rules the minority. 
WHEREAS the concept of our new republic was born as opposed to a “democracy”, (i.e. national popular vote) as favored by the National Popular Vote Interstate Compact agenda.  
WHEREAS in the debate as to most fairly elect a President and Vice-President of the United States, the Founding Father’s agreed that the concept of a National Popular Vote (“democracy”) would directly lead to the influence of factious leaders in large urban areas joining together to spread the flame of general conflagration (destructive fires).  The Founding Fathers in their wisdom understood as States grew in numbers as well as size, each State had a right to their own political power, each States electorates voices had a right to be heard based on the individual values of “that” State. The Founding Fathers clearly stated that “State power” ...”State voice”...”State values” should trump the wishes of the super powerful factious groups. Thus, the birth of the ELECTORAL COLLEGE which is the safeguard protecting each “individual” citizen’s freedoms, liberties and freedom of choice.
BE IT RESOLVED that it is the position of the Elected Arizona Delegates voting at the AZGOP State Convention to refer this language to the Republican National Convention’s Platform Committee for inclusion in the 2020 Platform: that the ELECTORAL COLLEGE be protected as well as preserved as established in Article II, Section 1 of the Constitution which makes the election of the President and Vice-President of the United States unfeasible for anyone to manipulate the citizenry.

Title:  AVOWING PARENTS’ BILL OF RIGHTS & ADOPTION TO THE RNC PARTY PLATFORM
WHEREAS the Arizona Parents’ Bill of Rights language protects parents’ rights in state law, ensuring parents’ rights are not infringed upon by industry, agency, or government officials simply believing they know what’s best. 
WHEREAS there is widespread abuse of these protected precepts, both within the State of Arizona and throughout the nation via legislation and policies intruding in the parental guidance and decision-making authority; 
BE IT RESOLVED that the Arizona Delegation to the RNC Convention encourage adoption into the party platform the following: “Parents or legal guardians are the final authority in deciding what is best for their children; parents or legal guardians must receive full disclosure and give written permission before any healthcare services, outside referrals, content, or materials are distributed to their children or dependents, and no medical product or service shall be required as a condition of school enrollment or attendance.”

Title:  STOP THE LAND GRAB
WHEREAS the Land and Water Conservation Fund (LWCF) was authorized by Congress in 1964 providing funds to federal, state, and local governments in to purchase land, water and wetlands; and is funded primarily by fees paid by companies drilling offshore for oil and gas; and 
WHEREAS when first established, LWCF was not an automatic or permanent budget allocation; and
WHEREAS recent proposals in congress call for $900 million a year to be automatically allocated to buy private land and place it under governmental ownership; including forcible acquisition by eminent domain; and 
WHEREAS the United States national debt exceeds $23 trillion; and 
WHEREAS the federal land agencies have experienced budget shortfalls resulting in maintenance backlogs and poor stewardship of land and facilities under their control; and 
WHEREAS federal, state, tribal and other government ownership of land exceeds 87% of Arizona and only 13% of Arizona lands are in private hands; and 
WHEREAS America was founded on private property ownership; and 
WHEREAS excessive governmental ownership of land erodes the taxable land base in many rural counties, limiting economic development opportunities; and 
WHEREAS the LWCF is a threat to private property ownership in the United States and Arizona; now therefore be it 
BE IT RESOLVED the AZGOP opposes further funding of the Land and Water Conservation Fund,
BE IT FURTHER RESOLVED that monies appropriated to federal land agencies be used to maintain land already under ownership, not acquire additional lands from private ownership.

Title:  PROTECTING OUR FIRST AMENDMENT RIGHTS
WHEREAS Arizona Republicans completely reject the multi-pronged assaults on the First Amendment by the progressive Left.  
WHEREAS Many on the Left want to establish a false connection between political speech and oppression but this dishonest equivalence is just a tool to shut down debate.  
WHEREAS Leftists want to influence public and private institutions to set the allowable bounds of political speech so that the progressive viewpoint prevails.  This can not stand.  The whole purpose of the First Amendment is to protect dissident speech; speech compliant with the norm does not need to be protected.  And yet, governmental bodies such as State universities freely impose speech codes.  Many private companies are demanding acquiescence to clearly political viewpoints as a condition of employment or advancement as well as requiring ideological conformance by those they do business with.  
WHEREAS Many state legislatures are actively looking at disenfranchising their own voters under the National Popular Vote initiative if they select the “wrong” candidate.  How many Democratic controlled legislatures have tried to curtail protests near an abortion clinic?  And efforts by the House Democrats to lard up the stimulus bill with provisions mandating the collection of racial and gender data by private companies can only be viewed as directed speech to build support for the Left’s social engineering projects.  These attacks on liberty serve to reinforce President Reagan’s famous quote: “Freedom is never more than one generation away from extinction.”.  
BE IT RESOLVED Arizona Republicans reject the Left’s relentless assaults on the First Amendment and individual liberty.

Title:  CENSURING CONGRESSIONAL CANDIDATE SAM HUANG
WHEREAS As leaders in the Arizona Republican Party, it is our duty to make sure that no matter the disagreement, we come back united around the core principles of the Party. Only in extreme circumstances of betrayal of our Party’s core principles dictate the necessity to publicly censure our leaders. Today, we are presented with these circumstances, as a candidate for Arizona’s 9th congressional district, Sam Huang’s actions reflect poorly on Party’s core principles. Many hoped for Sam Huang to return to the Party’s core values on his own accord, to no avail. Consequentially, with humility, we rise and declare: 
WHEREAS Sam Huang has continuously lodged personal attacks directly against President Trump on the Chinese social media platform known as WeChat; and 
WHEREAS Sam Huang has exemplified disloyalty against the United States of America through his promotion of Chinese Communist Party propaganda on WeChat; and 
WHEREAS when constituents concern over Sam Huang’s conduct were met with name calling and unprofessionalism; and 
WHEREAS Sam Huang is campaigning and portraying himself as a conservative, yet consistently goes against our President and constituency, 
WHEREAS the Republican Party cannot afford to have a candidate who is not reflective of the Party’s core principles, 
BE IT RESOLVED that the Arizona Republican Party censures Sam Huang for his continued disservice to our Party, and 
BE IT FURTHER RESOLVED that until he consistently champions our Party's Platform, we, the Republican leadership in Arizona will not support, campaign for or vote Sam Huang as the congressional candidate.

Title:  RECOGNIZING PERSONHOOD FROM CONCEPTION
WHEREAS the Republican party came into existence to enfranchise a sector of humanity legally deprived of equal protection under the law, namely people of African descent,
WHEREAS the Supreme Court over 40 years ago, through cases Roe vs. Wade and Doe vs. Bolton, conditionally deprived pre-born humans of equal protection under the law, that condition being that the personhood of the preborn not be recognized (Roe v Wade:  “The appellee and certain amici argue that the fetus is a "person"... If this suggestion of personhood is established, the appellant's case, of course, collapses, ... for the fetus' right to life would then be guaranteed specifically by the [14th] Amendment.”),
WHEREAS subsequent technology and knowledge about DNA proves undeniably the biological fact of the existence of a unique human being from conception,
WHEREAS any justice, security or prosperity achieved through political efforts effect greater injustice to any section of humanity excluded from equal protection under the law,
WHEREAS this party is mandated by its own heritage and natural law to demand equal protection for preborn humanity and establish a consistent definition of humanness:
BE IT RESOLVED that Republican state legislators generate an amendment to the Arizona Constitution, and that federal legislators support existing efforts for statutory and/or Constitutional amendment, defining unequivocally as a model for the United States and especially to inform the Supreme Court that we the people of Arizona recognize human personhood of the preborn from conception, establishing for them hereafter equal protection under the law.

Title:  2nd AMENDMENT RIGHTS, VOTING INTEGRITY & NON-LEGALIZATION OF MARIJUANA
WHEREAS We must stop liberal, socialist, and democrat policies from infecting Arizona.
WHEREAS having seen firsthand, the destruction caused by the liberal, socialist, and democrat policies.
BE IT RESOLVED that the Republican Party will fight to support the second amendment in its constitutional form, and protect it against the gun-grab policies being sought by the radical left. Every law-abiding citizen has the constitutional right to defend themselves and their families against unlawful violations of due process, or judicial review, prior to being stripped of their right to carry or own a firearm.
BE IT FURTHER RESOLVED that the Republican Party strongly oppose ballot harvesting. Any attack that undermines or infiltrates our electoral process, should be identified and remedied immediately if we are to remain a sovereign nation. Every voting person should be required to prove their identity, citizenship, and qualifications to vote on American issues.
BE IT FURTHER RESOLVED that the Republican Party strongly oppose the full legalization of marijuana and its derivatives, outside of a medicinal CBD or perscription, would be harmful to Arizonans.

Title:  SAFE, SECURE, AND SOLVENT AMERICA
WHEREAS the Republican Party of Arizona supports President Donald J. Trump and will continue to support him in the upcoming election.
WHEREAS we protect the United States borders and citizens by not allowing illegal immigrants to enter our nation. Walls should be built, sanctuary cities should be nonexistent because all states should follow national laws, and constitutional laws obeyed
WHEREAS the military should continue to build in strength and numbers and be fully funded and supplied with necessary equipment and training so they can effectively do their job.
WHEREAS gun ownership is a right for citizens to protect themselves. If government can take away our constitutional right to bear arms, what else will be taken away?
WHEREAS citizens over a certain income should pay the same percentage of taxes. Society should not expect higher-income earners to support our country’s population. Many hard-working Americans are earning more but paying twice as much in taxes making their annual income after taxes less than some people in lower tax brackets. Not every citizen will be able to go to college, but we shouldn’t expect others to pay tuition or supply a lifestyle for the majority of citizens.
BE IT RESOLVED that the Republican Party fully supports securing our border, supports national security and that government support the military so that missions can be accomplished without fear of repercussions, supports the Second Amendment, and opposes higher taxes.

Title:  DECLARING THE TENTH AMENDMENT AN ASSUMPTION OF COMMON POWERS BY THE PEOPLE AND THE STATES TO PROTECT SOVEREIGNTY OF INDIVIDUALS AND THE STATES
WHEREAS the reserved powers alluded to will forever dignify human nature, such may be used as an offensive against any political movement that seeks to degrade the essence of being AMERICAN , with more effects as the decline of, for example, our natural state, achieved perhaps – though believed likely by many, with technological manipulation of natural resources not understood by the people, with societal losses funded by the financial resources of undisclosed “most wealthy” individuals and Fourth Estate influences;
BE IT RESOLVED that the Republican Party seek to recognize the state Houses  and each state Supreme Court as together possessing influence equal to the United States Supreme Court, made necessary by extraordinary times which have long threatened our individual existence and now the pandemic of  2020 with circumstances fast rendered to the world, while that court is an ineffective  1/3rd branch of the federal government, with no influence over bipartisan power struggles in twenty years.  May this new arrangement exercise power to disqualify extremists within any branch, and any individual with immense, but hidden harmful influence over American authority - any who would mismanage the resources and labor of the Republic to a state of capitalism-excess, socialism or communism.

Title:  GENDER AS A BIOLOGICAL CONSTRUCT BASED ON SCIENCE
WHEREAS there is no legacy in law where any person's personal thoughts override commonly known and provable truth,
WHEREAS if individual perception of reality regardless of observable truth were to be allowed as precedent, all law would become meaningless, create social division and ultimately anarchy, since anyone's whim, dishonest claim, or even insanity would suffice as a defense for offending a victim,
WHEREAS people are increasingly subjected to both civil and criminal litigation for defending verifiable truth in regard to the definition of gender,
WHEREAS most public schools are encouraging or demanding “gender identity” political correctness of their students,
BE IT RESOLVED state and federal statutes or constitutional amendment should define only biologically DNA verifiable gender shall be upheld as legal gender.

Title:  OPPOSITION TO OBSCENITY IN MEDIA AND OTHER PLATFORMS
WHEREAS federal and state tax dollars are extensively being used to supply “research databases” to public libraries and schools, e.g., EBSCO and GALE which contain pornographic, sexual trafficking (i.e. submitting pictures, joining groups), and, when, as is allowed by virtue of the nature of the contracts, to reach minors, is predatory pedophilia.  These materials are obscene to the extent that if a parent were to be caught providing them to their own child they could be prosecuted for providing obscenity to minors,
WHEREAS the American Library Association (ALA) is notorious for demanding books be available encouraging amoral sexual activity including books and methodologies which encourage sexual experimentation among children including pedophilia in childrens' sections of libraries, distortion of non-harmful books in childrens' reading events toward perversity, homosexual marriage, etc., and ALA is associated by publicly financed contract with most public libraries,
WHEREAS the nature of the political and contractual relationships can be complicated, involving states, city councils, library and school boards, there is currently no easy thread of responsibility currently to bring responsibility to the individuals guilty,
BE IT RESOLVED federal and state law should provide enforceable, criminal law to prevent the current provision of political-technological bypassing of existing obscenity laws.
